STATUS: WITHDRAWN — NO FINAL RULES ADOPTED

Public Comment: Sept. 1–21, 2026   |   Hearings: Sept. 15–16, 2026   |   OHA Withdrew Part 1: Sept. 22, 2026

Overview

In 2026, Oregon Health Authority’s Oregon Psilocybin Services began its annual rulemaking process with listening sessions in May, Rules Advisory Committee meetings in July, and publication of proposed rules on September 1.

The proposed rules included substantial changes affecting licensees, facilitators, service centers, manufacturers, training programs, and other participants in the regulated system. They also included significant increases in licensing fees.

After the public-comment period closed, OHA announced that it would not move forward with the rulemaking and would not adopt the proposed fee increases. OHA will instead begin a new rulemaking process for non-fee provisions.
